Ban Vinai, 400 acres, was opened in 1975 with 12,000 refugees almost all from Xieng Khouang Province in Laos. The population increased to 45,231 by March 1985.
In Ban Vinai, there were 9 centers and 33 quarters. Each center, quarter and building had its own chief. The center chief elect the chairman and 3 vice chairmen for the Refugee Committee. The chairman represents all of the camp population.
There were 15 police officers and 70 Thai Security guards.
